This was a article from 2004 but it explains how the tape was found and that experience hendrix plans to offcially release it.

A videotape of a 1969 Jimi Hendrix concert in Stockholm, Sweden, that was meant to be erased has been found by Swedish television station SVT. The black-and-white footage -- which includes performances of "All Along the Watchtower," "Spanish Castle Magic," "Fire," "Voodoo Chile," "Hey Joe" and "Sunshine of Your Love" at the Stockholm Concert Hall -- is well-preserved, according to a spokeswoman for the network.
"The Jimi Hendrix concert was found on a shelf together with other two-inch tapes that were about to be erased," says Catarina Wilson. "The people working with the project looked at the tape before erasing it and found the original, unedited recording. Some of it had already been broadcast, but not the entire fifty-six minutes. The tape should have been erased in 1969, but there was probably a Jimi Hendrix fan in the archive who wanted to look at it again or who understood the great value of it."
The station is determining if it has the rights to broadcast the performance, and Experience Hendrix, the company that owns and controls Hendrix's music and image, is also gathering information on the find. Janie Hendrix, Jimi's stepsister and president of Experience Hendrix, says that the DVD releases Band of Gypsys and Experience feature performances from a January 9, 1969 Stockholm performance, but that the newly discovered footage may actually be "of another performance not thought to have been videotaped."
The concert is among Hendrix's last captured on tape, as he died from drug-related complications in 1970

I think SVT, Swedish Television, misunderstood the value of this find.
They found the original tape, but good quality copies had already been available for years. Wonder where the "All along the watchtower" reference came from, as this was certainly not performed.

Once again DON'T HOLD YOUR BREATH on this ever being released! Every "new" item discovered is always said be be "planned" for release. I've read this so many times in the past 39 years I pay no attention to it anymore. Only the Newbie Jimi fans take these claims seriously.

yeah you have to recall that not everybody in those days (or even now) was a Hendrix fan, it would be just another concert to them, they would go, shoot a roll, then throw it in a drawer undeveloped where it lay for decades.

One guy in Seattle did this, was chatting up a collectibles store clerk and found out about Janie taking over and paying for items, he remembered he might have something like that in a box, from seeing Jimi in Seattle one of the times, dug around Yep...12 shots. contacted EH and iirr got $1000 apiece for the pics.

who knows how many more forgotten rolls, canisters or so on are still out there gathering the ever-falling dust? not to mention people who have things but aren't into the "pass it around" scene for whatever reasons of their own.

Considering I already have it (Thanks to this place) but I do care about the studio tapes they're hoarding.
